An Update on Black Staff Representation in the Senate Democratic Caucus

The Joint Center for Political and Economic Studies has released a new report analyzing the Senate Democratic Caucus’ latest information on the demographic data of staff members in 2025.

The Democrat senators who have the overall largest share of Black staff members employed in their personal offices are Lisa Blunt Rochester of Delaware (39 percent), Angela Alsobrooks of Maryland and John Ossoff of Georgia (both 35 percent), and Raphael Warnock of Georgia (34 percent).

The Democrat senators whose Black staff exceeds their state’s Black population are Lisa Blunt Rochester of Delaware (39 percent vs. 24 percent), Amy Klobuchar of Minnesota (21 percent vs. 8 percent), Bernie Sanders of Vermont (14 percent vs. 2 percent), and Elizabeth Warren of Massachusetts (22 percent vs. 10 percent). In contrast, the Democrat senators with the greatest gaps between their Black staff and and their state’s Black population are Chris Coons of Delaware (17 percent vs. 24 percent), Catherine Cortez Masto of Nevada (4 percent vs. 11 percent), and Kirsten Gillibrand of New York (11 percent vs. 18 percent).

Among senate committee offices, the Judiciary Committee has the largest share of Black staff members (19 percent), followed by the Banking Committee and the Energy and Natural Resources Committee (both 17 percent). Notably, the Aging Committee, the Armed Services Committee, the Budget Committee, the Indian Affairs Committee, the Joint Economic Committee, and the Veterans’ Affairs Committee all do not employ any Black staff members.
