Four African Americans Appointed to Leadership Roles at Universities

Christine Lovely has been named vice chancellor for campus human resources and chief people officer at the University of California, Los Angeles. She has over two decades of leadership experience in human resources across academic and public sectors. Lovely has been serving as vice president and chief human resources officer at Cornell University. Earlier, she was chief human resources officer at the University of California, Davis.

Lovely holds a bachelor’s degree in mass communication from the University of California, Berkeley and a juris doctorate from the UC Davis School of Law.

Reginald Ruffin is the new vice president of intercollegiate athletics and athletic director at historically Black Tuskegee University in Alabama. He previously served as the defensive coordinator and linebackers coach for Tuskegee’s football team from 2006 to 2010. In 2011, he became head football coach and athletic director at historically Black Miles College in Alabama. Ruffin returned to Tuskegee in 2022 to serve as head football coach and athletic director.

A graduate of the University of North Alabama, Ruffin earned his master’s degree in education administration from Nova Southeastern University in Florida.

Keith Hayes has been named university space official and director of the Office of Space Management at Virginia Tech. He comes to his new role from Virginia Commonwealth University, where he most recently served as director of space management, overseeing 12 million square feet of facilities. Earlier in his tenure at VCU, he held leadership roles in facilities planning for the School of Medicine.

Hayes earned his bachelor’s degree in architecture from Virginia Tech.

Laquetta Jones Bigelow was recently appointed director of employee relations and equal employment opportunity and affirmative action officer at historically Black North Carolina A&T State University. Her background includes extensive experience in strategic planning and organizational development. Previously, she served as director of equal employment opportunity and civil rights for the U.S. Department of Agriculture and the Federal Mediation and Conciliation Service.

Jones Bigelow received her bachelor’s degree in political science and master of public administration degree from North Carolina Central University. She holds a juris doctorate from Michigan State University.
