University of the District of Columbia Adds Three New Administrators

Roy Layne was appointed chief financial officer. He has held senior positions in several large accounting firms and is the former chief financial officer and comptroller for the Pepsico franchise in Washington, D.C. Layne was the valedictorian of the Class of 1985 at the University of the District of Columbia. He holds a master’s degree in financial management from the University of Maryland.

Stephan A. Byam is the new associate vice president of information technology. He has been serving as the chief information officer at Baltimore City Community College. From 2012 to 2016, he was director of business application development for the University of the District of Columbia. Byam holds a bachelor’s degree in electrical engineering and an MBA from Howard University in Washington, D.C.

Charles M. Sutton was named director of Title III programs at the university. He was a financial analyst in the Office of Victim Services and Justice Grants in the Office of the Mayor of the District of Columbia. Earlier in his career, he taught history at several universities over a 20-year span. Dr. Sutton is a graduate of Lincoln University of Pennsylvania, where he majored in history. He holds a master’s degree and a Ph.D. in African American studies from Temple University in Philadelphia.
