Four African Americans Appointed to New Administrative Posts in Higher Education

Arlitha Williams-Harmon was appointed senior vice president of finance and administration and chief financial officer at Jacksonville State University in Alabama. Since 2012, she has served as vice president of finance and administrative services for the Kern Community College District in Bakersfield, California.

Dr. Willliams-Harmon holds a bachelor’s degree in accounting from the University of Southern California. She earned a master of public administration degree from California State University and a Ph.D. in community college leadership from Mississippi State University.

Jonathan Quash was appointed interim director of the Black Male Initiative at the City University of New York. Dr. Quash has served as the director of the  Male Initiative Program & Special Programs at York College in Queens, New York, from 2004 to 2021. He was also the director of the York College Gospel Chorus for more than 10 years.

Dr. Quash holds a bachelor’s degree in music performance from the City University of New York. He earned a master’s degree in higher education administration and a Ph.D. degree in higher education leadership from Capella University.

Penn’lope Davis is the new associate vice president for human resources at Mount Holyoke College in South Hadley, Massachusetts. She was the chief human resources officer for the Department of Social Services for the State of Connecticut. She has also served as an adjunct professor at the University of Connecticut.

Davis is a graduate of the University of Connecticut, where she majored in management. She earned an MBA at the University of Hartford.

Carold Boyer-Yancy is the new executive director of student accounts at Delaware State University. She was the bursar at Virginia Wesleyan University in Norfolk. Earlier, she held administrative posts at La Salle University in Philadelphia, Harcum College in Bryn Mawr, Pennsylvania, and Saint Joseph’s University in Philadelphia.

Boyer-Yancy has an associate’s degree in accounting from Pierce College in Philadelphia and a bachelor’s degree in business administration from Saint Joseph’s University.
