The U.S. State Department of Agriculture has granted rural development grants to 10 historically black colleges and universities. The HBCUs will use the funds to provide business development assistance to entrepreneurs, agribusiness, and cooperatives in economically depressed areas. Each of the 10 black universities will receive $75,000.
The participating HBCUs are:

- Fort Valley State University
- Langston University
- North Carolina A&T State University
- Southern University
- University of Arkansas Pine Bluff
- University of Maryland Eastern Shore
- West Virginia State University
