Delaware State University, the historically Black educational institution in Dover, has signed a partnership agreement with Celal Bayer University in Manisa, Turkey. Celal Bayer (1883-1986) served as prime minister and president of Turkey. The university was established in his name in 1992.
Under the agreement, the two universities agree to explore possible joint research and teaching activities, faculty and student exchanges, collaborations in business administration, sciences, and education, and exchanges of teaching materials.
