Duties and Responsibilities:
- Administer day-to-day management of complaints and grievances through the case management system to track program compliance from intake to closure.
- Assist facilitation of supportive measures and/or final case resolutions reached following applicable law and policy.
- Participate in the development of the annual EEO Plan development and adoption by the Board of Trustees. Assist in collecting and analyzing data for the Title 5 annual EEO complaints and outcomes report: a component of the annual EEO Report adopted by the Board of Trustees.
- Assist with categorizing and maintaining Workplace Violence Prevention Program report logs and responding to information requests.
- Conduct and assist with the preparation, delivery and publication of mandatory training programs per federal, state and California Community College laws and regulations.
- Collaborates with executive leadership, faculty and staff to identify training needs and tailor programs to the needs and circumstances of the intended audience.
- Ensure relevant and current employment and compliance information, contacts, policies and procedures are included on the appropriate District and college websites and other applicable communication channels.
- Create, update and manage all required annual notices such as the Notice of Non-Discrimination, Drug-Free Campus Notice and Workplace Violence Prevention notice.
- Maintain and manage the Workplace Violence Prevention Plan annual review and plan updates for recommendation to the Chancellor.
- Participate in District or college standing committees, state working groups and organizations to remain current on developments in the field, legal updates and evidenced-based prevention programming.
- May serve in a lead capacity for Title I or Title II ADA grievances and recommend reasonable accommodations. Conduct related training and technical assistance for employees and managers.
- Assists with labor grievances, unfair labor practice charges and EERA information requests.
- Consult with, make recommendations and advise managers and supervisors on the interpretation of technical information and the implication on operations and procedures; identify issues and concerns related to operations, policies and procedures and coordinate the resolution of process-related problems; coordinate project workflow, identify assignments to District and college managers and supervisors and track progress.
- Provide advice and guidance related to employee relations, Title 5, Equity in Education, EERA, Clery, CANRA, ADA and employment-related California Community College regulations.
- Conduct research, perform specialized analyses, to develop statistical and narrative reports as needed.
- Plan and coordinate in-service and external training on subject such as employer-employee relations, Title 5, Equity in Education, the Clery Act, Workplace Violence Prevention related to legal updates, collective bargaining agreement updates, EEO training, and ongoing refresher information for a variety of audiences.
- Identify risks and opportunities and recommend changes to processes that improve the delivery of labor relations, complaint investigations and conflict resolution for the District.
- Partner with leaders across the District to develop and deliver program-related communications.

Minimum Qualifications:
- Bachelor’s degree in human resources, business, public administration, sociology, political science or a closely related field OR an equivalent combination of education and experience
- Successful and recent human resources experience of increasing responsibility in the areas of EEO, Title 5 and regulatory processes and procedures
- Demonstrated cultural competence, sensitivity to, and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds of community college students, faculty, and staff
