Duties and Responsibilities:
- Coordinates the installation, implementation, and testing of new releases of administrative systems and applications software provided by third-party vendors
- Serves as liaison providing support services for end users, including assistance in the development of production schedules, training documentation, and operational procedures
- Provides specifications for programming modifications and improvements, including system flow charts, program logic, database access methods, input/output procedures, and record/report layouts, which make effective use of the technical environment
- Manages information technology projects, as required, to implement programming tasks; defines, directs, and evaluates the work of other staff assigned to the projects
- Develops computer programs for more complex and critically important portions of the application systems
- Serves as a liaison between the District, third-party software and hardware vendors for product upgrades, problem resolution, and recommended improvements
- Serves as a resource to programming staff for guidance in ITS standards and procedures
- Performs other related duties as required
Minimum Qualifications:
- A combination of education and experience equivalent to a Bachelor’s degree from an accredited institution in computer science, data processing, electronics technology, network technology or a closely related field
- Successful work experience of increasing responsibility which has included proficiency with several programming languages, including C, COBOL, SQL, PL/SQL, Java, Groovy on Grails, JavaScript, HTML5, CSS, jQuery or AngularJS as well as IDEs on an Oracle database environment in a cloud hosted solution
- Demonstrated cultural competence, sensitivity to, and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA+ backgrounds of community college students, faculty, and staff

Knowledge, Skills and Abilities:
- Knowledge of current application programming methods in a relational data base environment
- Working knowledge of application development life-cycle
- Skill in the usage, support, and design of ERP/administrative system modules, such as Ellucian Banner for Higher Education, Oracle E-Business Suite, and/or Peoplesoft
- Functional knowledge of application areas, such as finance, human resources, student, and financial aid
- Ability to design and implement online and/or batch application modules, integrating them with the District’s main administrative system
- Ability to design and execute effective test plans
- Ability to troubleshoot and resolve user issues with the administrative system software
