Rolanda Horn has been appointed vice president for institutional effectiveness and SACSCOC liaison at Georgia Piedmont Technical College. Prior to her new role, she was director of assessment at Wallace Community College in Alabama. Earlier in her career, she was the quality enhancement plan coordinator for Alabama State University.
Dr. Horn received her bachelor’s degree in therapeutic recreation and Ph.D. in educational leadership, policy, and law from Alabama State University. She holds master’s degrees from Auburn University at Montgomery and Troy University in Alabama and is currently pursuing a second doctorate in health sciences at Faulkner University in Montgomery, Alabama.
Victor McCrary is the new vice provost for national security innovation at the Catholic University of America in Washington, D.C. Currently serving as chair of the National Science Board, Dr. McCrary comes to his new role from the University of the District of Columbia, where he was vice president of research. Earlier in his career, he was the inaugural vice president for research and economic development at Morgan State University in Baltimore.
Dr. McCrary holds a bachelor’s degree in chemistry from the Catholic University of America, a master’s degree in engineering from the University of Pennsylvania, and a Ph.D. in chemistry from Howard University in Washington D.C.
Tamara Michel Josserand has been appointed vice chancellor for university advancement at North Carolina A&T State University. She has been serving as vice president for development at the University of Washington. Throughout her career, she has held key advancement positions with the University of Chicago, Yale University, Northwestern University, the University of Nevada-Las Vegas, the University of Illinois-Chicago, and the University of Redlands.
Josserand received her bachelor’s degree from Connecticut College, a master of education degree from Harvard University, and an MBA from the University of Chicago.
David Halbert has been named the inaugural director of external affairs for Framingham State University in Massachusetts. Most recently, he was executive director of Bay State Progress, a statewide donor organizing community in Massachusetts. Halbert’s background in higher education includes experience as an outreach manager for The Educational Justice Institute at the Massachusetts Institute of Technology.
Halbert holds a bachelor’s degree from the Massachusetts College of Liberal Arts and a master’s degree in public administration from Northeastern University in Boston.
