Four Black Leaders Appointed to Administrative Roles in Higher Education

Lavelle Hayes is assistant vice chancellor for budget and planning at North Carolina A&T State University. With 17 years of experience in higher education financial management, Hayes most recently served as associate budget director at North Carolina Central University. Earlier in his career, he held budget analyst roles with Winston-Salem State University and the University of North Carolina School of the Arts.

Hayes is an alumnus of North Carolina A&T State University, where he majored in accounting. He holds an MBA with a concentration in accounting from Capella University.

Rabekha D. Stewart has been appointed vice president for student success and engagement at Stephens College in Columbia, Missouri. Dr. Stewart brings more than 25 years of experience in education to her new role. Her career has focused on expanding student access, strengthening retention, and fostering inclusive, student-centered environments. Most recently, she served as assistant vice president for student affairs at Missouri State University.

Dr. Stewart received her bachelor’s degree in English and secondary education from Lincoln University of Missouri, a master’s degree in higher education administration and urban leadership from the University of Missouri-Kansas City, and a Ph.D. in higher education leadership from Walden University.

Torrance Garvin is the new chief of police at Savannah State University in Georgia. He comes to the university following 34 years with the Savannah Police Department. Most recently, he was captain of the criminal investigations division. He has also served as a precinct commander and has held key positions within the crime suppression unit, recruiting unit, special investigations section, and violent crimes task force.

Garvin earned his bachelor’s degree in criminal justice from St. Leo University in Florida, where he is currently pursuing a master’s degree in theology.

Javan D. Reed was named associate vice president for finance, research, and compliance at Meharry Medical College in Nashville. Dr. Reed previously served as provost and vice president of academic affairs at Simmons College of Kentucky. Prior to Simmons, he held key academic administrative roles with Wiley University in Marshall, Texas, Wilberforce University in Ohio, and Edward Waters University in Jackonsville, Florida.

Dr. Reed received his bachelor’s degree from Edward Waters University, an MBA from Nova Southeastern University in Davie, Florida, and a Ph.D. in urban higher education from Jackson State University in Mississippi.
