Six African Americans Appointed to High-Level Administrative Posts in Higher Education

jocelynFoyJocelyn Foy is the new interim assistant vice chancellor for enrollment management at Elizabeth City State University in North Carolina. She has been serving as interim associate vice chancellor for enrollment management and director of admissions at Winston-Salem State University in North Carolina.

Foy is a graduate of North Carolina A&T State University in Greensboro, where she majored in human services. She holds a master’s degree in adult education from the University of North Carolina at Greensboro.

PotterDanita R. Sims-Potter was appointed associate dean of the Betty E. Smith School of Nursing at Grambling State University in Louisiana. She is a former assistant professor of nursing at the University of Louisiana at Monroe.

Dr. Sims-Potter is a graduate of Grambling State University. She earned a master’s degree in nursing from Alcorn State University in Mississippi and a doctorate in nursing from Hampton University in Virginia.

foster-BillBilly Foster is the new assistant director for behavioral counseling at the Counseling and Testing Center at Alcorn State University in Mississippi. Before joining the staff at Alcorn State, he spent 16 years as social worker in public schools and as a therapist specializing in chemical dependency.

Foster is a graduate of Mississippi College in Clinton, where he majored in sociology. He holds a master of social work degree from Jackson State University in Mississippi.

lazardJoshua Lazard is the inaugural C. Eric Lincoln Minister at Duke Chapel at Duke University in Durham, North Carolina. He was director of the student ministry program in the Office of the Chaplain at Dillard University in New Orleans, Louisiana.

Lazard is a graduate of Fisk University in Nashville, Tennessee. He holds a master of divinity degree and a master’s degree in church music from the Interdenominational Theological Center in Atlanta.

WelchGraphicFrances Welch was promoted to director of student support services at Northwestern State University in Natchitoches, Louisiana.  She has been on the staff of student support services since 2000 and has served as assistant director since 2008.

Welch is a graduate of Dartmouth College in Hanover, New Hampshire, where she majored in sociology. She holds a master’s degree in student personnel services/counseling from Northwestern State University.

rollinsTina D. Rollins was named director of the William R. and Norma B. Harvey Library at Hampton University in Virginia. She was the assistant director of technical services at the library. Before joining the staff at Hampton University, Rollins was the collection development librarian at Alabama State University in Montgomery.

Rollins is a graduate of Old Dominion University in Norfolk, Virginia. She holds a master of library science degree from North Carolina Central University in Durham.
