Vice Chancellor, External Relations – District Office

FUNCTION: Participates in the Strategic Leadership Team. Responsible for the strategic planning, visioning, developing, and implementation of the College marketing and external relations strategies. These strategies include advertising (traditional and new media), e-marketing, communications, media relations, crisis communications, publications, website creation and content management, social media, government affairs, resource development, and public relations activities, both internal and external. Create presentation materials, speeches, written and oral testimony for the Chancellor and other leadership as needed. Create a strategic vision for the Resource Development department and the San Jacinto College Foundation. In collaboration with the Foundation Executive Director, create planning and assessment documents to meet the fundraising goals and strategies of San Jacinto College and assist with fundraising efforts as required.
Serve as the Texas Public Information Act Officer to manage and respond to Public Information requests on behalf of San Jacinto College. Direct the efforts of the External Relations and Foundation staff within the above functions. The Vice Chancellor, External Relations collaborates closely with members of the College, local, state, and federal legislators, donors, other college constituents, and members of the community to accomplish the strategic goals of the College as they pertain to the functions of the External Relations and Resource Development teams.

MAJOR RESPONSIBILITIES:
Essential Job Functions:
  • Provide leadership of external relations and resource development teams, lead in the development of strategic and integrated marketing plans, management of Foundation staff and the Board of Directors, and participation in overall college strategic leadership.
  • Direct the management of advertising, media, and public relations at the local, regional, state, and national level. Lead marketing and public relations teams to develop strategies to maintain, expand, and foster relationships using new media methods to promote the College and Foundation.
  • Lead marketing and public relations teams in developing all marketing collateral, digital publications, and printed publications. Develop e-publications in line with market trends and best practices.
  • Manage External Relations and Resource Development budgets. Administer the Foundation budget along with the Foundation investment portfolio.
  • Delegate the management of the College’s internal and external communications to include social media efforts, website maintenance and content management, and provide speech and presentation support to the Chancellor’s office and other College leadership as needed.
  • Develop government relations strategy for local, state, and federal relations and develop relationships with elected officials and their legislative staff and community members. Develop communication plans regarding bond referendum and Board of Trustee elections. Prepare written and oral testimony on behalf of San Jacinto College and / or the Texas Association of Community Colleges. Coordinate with legislative support liaisons and related communication efforts.
  • Lead the Foundation operations in collaboration with the Executive Director, Foundation and assist the team with fundraising efforts.
  • Manage the San Jacinto College Foundation, college community, and Chancellor’s office on event planning and public relations management functions.
  • Serve as the College Texas Public Information Act Officer and manage Public Information Requests and maintain college policy and guidelines for Public Information.
  • Oversee College policies assigned to External Relations and the Foundation.

Additional Job Functions:

  • Attend various College, campus, and community meetings / functions on behalf of the External Relations department, including after hours and weekends.
  • Serve on community and economic development organizations, boards, and committees. Participate in Rotary or similar organizations as needed for community relations.
  • Attend legislative hearings as required when the Texas Legislature is in session and monitor as bills progress and address bills with elected officials that will impact San Jacinto College and its students. During the interim session, monitor interim charges and attend hearings and draft oral and written testimony on behalf of San Jacinto College. Schedule and attend regular meetings with local, state, and federal legislators to promote and advance issues to support San Jacinto College and its students. Requires extensive travel during the Texas legislative session and also travel to Washington DC, including an annual trip with community leaders and students.
  • Attend events and meet with donors as needed for fundraising purposes.
REQUIRED/MINIMUM QUALIFICATIONS
Knowledge, Skills and Abilities:
  • Strong strategic leadership and collaboration skills
  • In-depth understanding of marketing research, analysis, and integrated marketing strategy
  • Knowledge of legislative processes and fostering relationships at local, state, and federal levels
  • Demonstrated success in leading staff in various functions
  • Demonstrated ability to build positive relationships for a variety of audiences (internal, community, media, legislative, and donors)
  • Proven writing skills for a variety of audiences (media, social media, website, internal, speech, fundraising appeals, website content, and donor proposals)
  • Organizational management
  • Knowledge of public relations and outreach events
  • Knowledge of publications and the print process
  • Knowledge of Foundation management and fundraising
  • Ability to work collaboratively with internal and external customers/donors –ability to function within a team-oriented environment with individual of all backgrounds and experiences
  • Bilingual skills a plus
Required Education:
  • Bachelor’s degree in marketing, public relations, communications, or related field
Preferred Education:
  • Master’s degree in marketing, public relations, communications, or related field
Required Experience:
  • 15-20 years marketing, public relations, or resource development experience with 10-15 years at the senior/executive level
  • Executive level experience in developing strategic plans
Preferred Experience:
  • Crisis communication planning
  • Knowledge of government relations
  • Knowledge of marketing strategies and trends
  • Understanding of the Texas Public Information Act
  • Experience in higher education fundraising
