Work Schedule
This regular, full-time administration position will work Monday through Friday, 8:00 a.m. to 5:00 p.m. with evening and weekend hours as necessary.

Position Summary

This full-time administrative position is responsible for leadership and administration of the divisional workforce and occupational programs in support of the College’s mission and in keeping with the philosophy of a comprehensive community college. The dean is responsible for promoting a vision of excellence for the division across the full depth and breadth of workforce and occupational programming. Effective day-to-day administration requires proficiency in the development of trust-based relationships and the use of discussion and data as a means to develop and maintain a deep understanding of the division and its needs. The dean is expected to foster faculty and staff development, and to ensure effective consensus building and thoughtful decision making. The dean works closely with academic, student services and administrative areas of the College, reports to the Vice President of Instruction, and serves to facilitate communication between executive leadership and divisional faculty and staff.

Kellogg Community College is located in Battle Creek, Michigan, a community of approximately 54,000 people. Leisure activities, natural resources and learning opportunities provide a foundation for residents. Located along the I-94 interstate, Battle Creek is within 30 minutes of Kalamazoo, 60 minutes of Lansing and Grand Rapids and within three hours of Detroit, Chicago and Indianapolis.

Physical Demands

The job responsibilities are performed in an office area and presentation venues. Travel by car required. The job has intermittent periods during which continuous physical exertion is required, such as independent mobility between work areas, standing, sitting, stooping, bending, climbing, lifting material or equipment, some of which may be heavy or awkward (8 – 45 pounds). Typically requires regular use of one or more physical senses of medium intensity and long duration. Must meet reasonable deadlines, quotas or demands for accuracy, and may be involved in some mildly unpleasant situations.

Minimum Qualifications

1. Master’s degree in one of KCC’s Workforce Development disciplines from an accredited college or university.
2. Technical knowledge and study in Higher Education Leadership, Workforce Development, Teaching & Learning, Curriculum Design, Instructional Technology, Business Administration, Economic Development, Business, IT, Industrial Trades, or Criminal Justice, as set forth by the State of Michigan to qualify as an Occupational Contact for work related to the Carl D. Perkins Act of 2006.
3. Three to five (3-5) years of experience as a post-secondary full-time teaching faculty member with program leadership or coordination responsibilities, experience with department leadership/ management of a department that offers more than one program of study, supervisory experience in a unionized environment, experience with grant writing and management, educational training or experience in business and financial management, and technical experience as set forth by the State of Michigan to qualify as an Occupational Contact for work related to the Carl D. Perkins Act of 2006.

Preferred but not Required

1. Earned Doctorate, (EdD or PhD) from an accredited college or university.
2. Community college teaching experience.
3. Supervisory experience in a unionized environment.
4. Strong communication and collaboration skills.
5. Ability to strategically think, problem solve, take risks, make and communicate difficult decisions.
6. Ability to conduct research, analyze data, forecast, develop and implement improvement strategies.

Proposed Salary

According to the Kellogg Community College Hay Administrative Compensation program, the 2024-2025 annual salary range for a Dean 1 position, $97,392 to $121,740 to start.

Job Duties

Essential Function: Institutional Planning & Development

Description

• Advance college initiatives related to the institutional mission and strategic plan through participation on college leadership committees that are intended to drive decision-making and related change including, President’s Council, Academic Cabinet, Administration/Finance Cabinet, Enrollment Management Committee, Guided Pathways Steering Committee, and HLC Steering Committee.
• Ensure the Workforce/Occupational Division mission and activities are aligned with the institutional mission; present to and often persuade various internal stakeholder groups on behalf of divisional interests.

Essential Function: Divisional Leadership & Supervision

Description

• Provide leadership and oversight to career and occupational departments within the Instructional Division of the College, including Business and Information Technology, Public Safety Education, the Regional Manufacturing Technology Center (RMTC) Industrial Trades, Eastern Academic Center, the Prison Education Program, and Workforce Solutions.
• Hire, develop, mentor, support, supervise and evaluate administrators, contracted professionals and support staff.
• Guide the hiring and evaluation of tenure-track and part-time faculty
• Advance recommendations for tenure.
• Serve on the administrative collective bargaining team.

Essential Function: Students

Description

• Provide service to students; participate in student activities and recognition events, respond to student questions and concerns, address barriers to success.
• Maintain a comprehensive knowledge of referral sources for students at risk.
• Provide oversight of admission and academic policies and procedures to address student needs and foster successful completion.
• Ensure course schedules are conducive to student access.
• Confirm that program informational materials for both traditional and electronic distribution are developed and maintained to support and encourage a diverse student population.

Essential Function: Fiscal Accountability

Description

• Provide oversight for a budget of approximately $11,000,000, plus an additional $6,600,000 in grants.
• Lead divisional budget planning, monitor department budgets, communicate fiscal needs to the VP and CFO, and explore efficiency strategies.
• Explore and pursue grant opportunities; annual Perkins grant ($490,000); State of Michigan Community College Skilled Trades Equipment Program-CCSTEP, ($2,600,000); the Federal Trade Adjustment Assistance Community College and Career Training (TACCCT) Grant Program ($2,600,000), and the State of Michigan New Jobs Training Program (MNJTP- $1,450,000).

Essential Function: Occupational Contact

Description

• Serve in the role of institutional occupational contact for the State of Michigan to lead activities related to the Carl D. Perkins Act of 2006.
• Assume responsibility for the Carl D. Perkins grant process and procedures, and ensure accountability as directed by the grant criteria.
• Maintain membership on the Michigan Administrative Deans Council (MODAC), collaborate with other deans and the State of Michigan-Workforce Development Agency-Community College Services Unit on Perkins related issues.

Essential Function: Inter-Educational Collaborations

Description

• Develop innovative and collaborative business models for the purpose of program delivery.
• Provide vision and leadership through collaborative program execution.
• Serve as an active resource through ongoing program delivery to ensure sustainability through the ebb and flow associated with changing conditions of the collaboration. Examples include: the Michigan Radiologic and Imaging Sciences (MiRIS) Consortium, and a unique partnership with Western Michigan University, Calhoun Area Career Center, Kalamazoo Regional Educational Regional Services Agency and the West Michigan Aviation Academy to provide an educational pathway from high school to a university baccalaureate degree in aviation management, maintenance or pilot operation.
• Ensure a system for articulation with K12 and university partners.

Essential Function: Accountability

Description

• Develop and lead a comprehensive assessment and improvement plan for the workforce/occupational division that address technical and professional student learning, program effectiveness, and fiscal effectiveness.
• Ensure Carl D. Perkins Grant-eligible programs complete the Program Review for Occupational Education (PROE) process.
• Lead administrators and faculty in conducting ongoing research, analyzing data, and developing improvement strategies.
• Effectively administer grants, assuring fiscal compliance.

Essential Function: State, Regional, and Local Planning and Development

Description

• Engage with employers and community leaders to assess educational needs that align with workforce demand.
• Establish partnerships to develop and deliver accessible and timely programs.
• Ensure the College’s Workforce/Occupational Division mission and activities are aligned with the state, regional and community missions; present to and often persuade various external stakeholders groups on behalf of KCC and workforce/occupational divisional interests.
• Represent the college and the region on various local and regional activities and initiatives; Michigan Occupational Deans Administrative Council (MODAC). Michigan Coalition on Advanced Manufacturing (M-CAM), Economic Development Boards, local and regional Education Advisory Groups of the Workforce Development Board, BC Vision workgroups, and others.
• Upon request of community leadership, provide oversight of community-enrichment programs that usually include supervision of program administrator/manager. An example is the IACT grant funded by the WK Kellogg Foundation.
• Work in collaboration with the Michigan Community College Association (MCCA) on state-wide community college interests.
