Position Overview

The Vice President of Administrative Services reports to the College President and shares responsibility of college leadership with other Executive team members. This position is responsible for administering, supervising and providing strategic leadership within the assigned portfolio consistent with Cascadia College’s goals and strategic plan. Leading with a lens of equity and inclusion in style and decision-making in the day-to-day work is paramount to this position. This position supervises functions related to Finance, Human Resources, and Payroll. Additionally, the portfolio will include the same supervision for one or more of the following departments: Information Services and/or Facilities. The portfolio is flexible and may change within the term of this position.

As the Vice President of Administrative Services, it is expected that the following qualities will be demonstrated daily: a high degree of understanding and empathy for all students, faculty, staff, and visitors, as well as the ability to encourage the inclusion of all voices in decision-making, promoting equity in all areas, and actively working against institutionalized norms of oppression against historically marginalized people.

Employee Type: Full Time Exempt, Permanent

Initial Salary: $164,000 annually, inclusive of 5% King County Premium Pay (KCPP)

Supervising Position: College President
Essential Duties

Leadership & Collaboration

  • Supervise direct reports as it relates to all portfolio areas.
  • Act in accordance with principles of active servant leadership and understand the nuances of shared governance as a leader and member of the Executive Team.
  • Apply an equity lens to the establishment of policies and procedures in collaboration with the Executive Team.
  • Lead and advise managers on issues related to equity and inclusion in the workplace.
  • Help coordinate labor relations efforts for the college and demonstrate an ability to work effectively in represented and non-represented groups. Contribute to leading the collective bargaining process and collective bargaining agreement administration.
  • Consistently monitor, review, assess and revise college policies, practices, procedures and presidential directives to maintain compliance and learn the direct impact of college policies and procedures on various populations.
  • Lead and direct efforts to ensure compliance in all areas of the college. Facilitate state and federally required committees and processes.
  • Serve as most senior college official responsible for the administration of ctcLink, the college’s PeopleSoft ERP. Maintain appropriate liaison with the State Board for Community and Technical Colleges (SBCTC).

Finance

  • Supervise the Finance Director and supporting staff.
  • Plan and manage the annual college budget and other resources to achieve maximum efficiency and effectiveness as it relates to the strategic plan and mission of the college.
  • Provide regular updates to the Board of Trustees about the institution’s annual performance with respect to revenue collections and expenditure activity.
  • Evaluate and report organizational fiscal effectiveness to the President and Board of Trustees.
  • Develop and implement long range financial planning processes, engaging representatives of the college community that provide biennial analysis of the institution’s ongoing financial health and the prospectus for continued growth and decline on a five-year basis. This process will consider enrollments, completions, tuition and other revenues, expenditure patterns, capital and property, equity and inclusion.

Human Resources

  • Supervise the Human Resources Directors and supporting staff.
  • Serve as one of the College’s Compliance officers in the areas of Section 504 of the Rehabilitation Act, Americans with Disabilities Act (ADA), and ethics.
  • Ensure administrative activities are consistent with the College mission, goals, policies, procedures and collective bargaining agreements.
  • Maintain confidential, ethical, respectful, and open communication with college employees that is inclusive of all backgrounds, perspectives, and experiences.
  • Assist in resolving complaints of discrimination and sexual harassment consistent with policies and procedures, and federal and state laws and regulations; serve as liaison between the College and enforcement agencies and community organizations.
  • Drive Initiatives to enhance recruitment and onboarding procedures.
  • Collaborate on training, staff development, employee engagement and retention, with particular emphasis to achieve equity and inclusion objectives and goals.
  • Work collaboratively with administrators, supervisors and employees to assess department/division human resource needs including, but not limited to, staffing levels, organizational structures and managing employees.

Payroll

  • Supervise the Payroll Director and supporting staff.
  • Possess general knowledge of and familiarity with Payroll principles and activities.
  • Oversees inter-departmental relationships of Payroll with HR and Finance.

Information Services

  • Supervise the I.S. Director and supporting staff.
  • Responsible for the overall support of institutional information technology and services (IS).
  • Provide Executive sponsorship and support to IS projects as they relate to campus initiatives.
  • Approve and oversee the long-term technology repair and replacement schedule to meet the needs of the campus.
  • Work collaboratively with administrators and leadership to assess department/division needs.
  • Ensure campus technologies are used in alignment with the college’s Acceptable Use Policy and Information Security Management policies.
  • Serve as the College’s Chief Information Security Officer by ensuring the college maintains compliance with legal regulations related to reporting data breaches and major security incidents to the proper authorities.

Facilities

  • Supervise the Director of Facilities and supporting staff.
  • Retain responsibility for buildings, event services, safety/emergency preparedness maintenance and operations activities.
  • Proposes, directs, manages, monitors and reviews facility and capital projects including planning, growth, construction, remodels, renovations and repairs; coordinates capital projects with DES and SBCTC.
  • Manages UWB Master Services Agreement, collaborates with UWB service providers to ensure that service levels are maintained and college needs are met.
  • Develops capital and budget requests in collaboration with Cascadia staff and consultants, manages budgets for facilities, capital budgets and auxiliary services.

Performs other related duties of a similar nature or level as assigned.

Education and Experience:

Minimum Qualifications

  • Bachelor’s degree in a field related to the position’s portfolio.
  • Executive-level experience in Finance and at least one other area of the position’s possible portfolio.
  • Five (5) years progressive responsibility in administrative functions.
  • Demonstrated ability to manage multiple domains within a portfolio.
  • Three (3) years of supervisory experience.
  • Demonstrated commitment to and interest in diversity, equity and inclusion and the ability to support a multicultural workplace and educational environment.

Preferred Qualifications:

  • A Master’s degree in a field related to the position’s portfolio.
  • Experience bargaining in a unionized environment.
  • Experience working in higher education administration.
  • Ability to successfully communicate (written and orally) in a language in addition to English.

Physical Work Environment

Semi-Sedentary Work: Involves staying in a stationary position to a significant degree. Jobs are sedentary if moving is required only occasionally and all other sedentary criteria are met.

The College is currently in hybrid operations, with many assignments completed in an online environment during this time. Full-time employees are expected to be on-campus at least three (3) days per week with the option to work remotely for the remainder of their working days. Employees will need to provide their own remote workspace and internet access, noting the College will provide technical equipment and support for online work needs. During on-campus operations, this position will perform work in a standard office setting, use standard office equipment and physically attend meetings both on and off campus and requires the ability to communicate in person or through appropriate means.

Positions in this class typically require operating a computer, communicating, observing, and repetitive motions.

This position involves exerting between 10-30 pounds of force occasionally and/or a negligible amount of force frequently to transport, put, install, remove, or otherwise move objects, with or without reasonable accommodation.
