WHAT YOU’LL DO
Under the general supervision of the Financial Aid Officer, assist in coordinating and implementing the operations of a Financial Aid Office.
There is currently one full-time position (12 months/year, 40 hours/week) located at Ventura College and one anticipated full-time position (12 months/year, 40 hours/week) located at Oxnard College.
This recruitment is being conducted to establish a list of eligible candidates that will be used to fill district-wide, current and upcoming, temporary and regular vacancies for the duration of the list, not to exceed one year.

Established in 1925, Ventura College was one of the first community colleges in California and currently has an enrollment of 14,500 students. Located approximately 60 miles north of Los Angeles and 30 miles south of Santa Barbara, the 112-acre campus is set in the rolling hills of Ventura – so close to the ocean that there is a clear view of the Channel Islands from several spots on campus.

Oxnard College was founded in 1975 and is the newest of the three community colleges in the county. Set on 118 acres and located two miles from Pacific Ocean beaches, the college is easily accessible by the Ventura Freeway (Highway 101) or the Pacific Coast Highway.

SALARY PLACEMENT
New Employees: Generally, new employees are placed on the first step of the appropriate range of the salary schedule.
Current Employees: An employee who is promoted will be placed on the salary step of the new range of the appropriate salary schedule that provides a minimum increase comparable to a one-step increase in salary.
New and current employees may be eligible for advanced step placement as outlined in Section 290 – SALARY PLAN in the Rules of the Personnel Commission for Classified Employees (Download PDF reader).
Representative Duties
Collaborate with the Financial Aid Officer in planning, coordinating, and executing federal and state student financial aid programs encompassing grants, campus-based initiatives, work-study, and loans. E
Contribute to the development, implementation, and refinement of departmental policies and procedures, ensuring alignment with federal and state laws, and institutional policies related to financial aid programs. E
Assist in establishing and maintaining timelines and priorities to ensure timely disbursement of financial aid to students. E
Review financial aid eligibility decisions made by staff for accuracy and compliance with applicable laws, regulations, policies, and procedures. E
Participate in overseeing the reconciliation of financial aid funds and compiling accurate data for reporting purposes. E
Compile and verify data and information in the preparation of various reports for federal, State, District, and internal use; collaborate with District Administrative Center staff in preparing such reports. E
Track financial data, investigate potential, and develop tools to prevent and report fraudulent activities.
Serve as a liaison with internal and external departments requiring financial aid assistance. E
Provide guidance, training, and work direction to staff and student workers, contributing to their professional development and performance evaluations. E
Direct and participate in the awarding of financial aid; monitor service delivery methods for efficiency; provide backup support for Financial Aid Specialists; and handle escalated issues and questions regarding financial aid programs and policies. E
Develop and coordinate college and community financial aid workshops and assist in explaining programs and services to students.
Attend and participate in meetings, conferences, trainings, and committees. E
Support budget preparation and administration, ensuring expenditure monitoring and adherence to financial guidelines. E
Stay abreast of developments in financial aid regulations and disseminate pertinent information to stakeholders. E
Work collaboratively and professionally with faculty, staff, students, and stakeholders from diverse academic, socioeconomic, cultural, disability, gender identity, and ethnic communities. E
Demonstrate cultural humility, sensitivity, and equity-mindedness in working with individuals from diverse communities; model inclusive behaviors; and achieve equity in assignment-related outcomes. E
Oversee Financial Aid Office operations in the absence of the Financial Aid Officer.
Perform other duties as assigned.

Minimum Qualifications
An associate degree from a recognized college or university AND four years of experience working in a financial aid office within a college or university, including experience determining financial aid eligibility and packaging awards in compliance with federal and State polices and regulations. OR
A bachelor’s degree from a recognized college or university AND three years of experience working in a financial aid office within a college or university, including experience determining financial aid eligibility and packaging awards in compliance with federal and State polices and regulations.

EXAMINATION AND SELECTION PROCESS:

TRAINING AND EXPERIENCE (T&E) EVALUATION:
A T&E is an assessment of training and experience, beyond the minimum requirements, that has prepared the candidate for the position as evidenced in the application materials. Please be sure to answer every component of each supplemental question as your responses will be scored and serve as your score on the training and experience (T&E) evaluation.

TECHNICAL INTERVIEW DATE RANGE AND LOCATION:
Date Range: Tuesday, November 12, 2024 – Tuesday, November 19, 2024]
Location: The Technical Interview will be conducted remotely, using Zoom. To participate, you must have access to a computer with a camera, microphone, speakers, and a reliable connection to the internet.
The examination components and dates are subject to change as needs dictate. All communication regarding this process will be delivered via email.

ELIGIBILITY LIST:
Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran’s credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview.
PROBATIONARY PERIOD:
All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.
